Creating a truly successful certification and examination program takes more than just being able to put the technical pieces in place. It’s about having the ability to see how all of those technical pieces relate to each other and how they can be structured to benefit the whole organization.

The Caviart Group is dedicated to a creative, holistic approach to the credentialing business. This philosophy comes from the vision and experience of The Caviart Group’s founding partner, Clarence “Buck” Chaffee. With more than 30 years of experience in research and production of registration examinations, Mr. Chaffee is recognized as a leading authority in the field. He is a respected author, speaker and expert witness on topics involving the examination, education and regulation of professionals. In addition to a proven track record of creative leadership in the examination arena, Mr. Chaffee also has a proven record of integrating the examination components into the bigger picture of the entire certification program and organizational growth.

Mr. Chaffee brings this leadership and philosophy to every project of the Caviart Group and instills this dedication to quality and creativity in every person who works on a Caviart Group project whether they are a partner, employee or alliance member.

Specific examples of how this philosophy has fostered success of this approach are as follows:

Prior to forming The Caviart Group, Mr. Chaffee served for 16 years as the Chief Executive Officer of the Council of Landscape Architectural Registration Boards (CLARB) during which time the organization grew by more than 800%. He directed the complete redesign and development of the Landscape Architect Registration Examination (L.A.R.E.) and oversaw the successful transition of that exam to a computer-based delivery format. He also envisioned and directed the integration of the examination with an international certification program resulting in the expansion of that program to 20 times its original size.

Mr. Chaffee also created and served as the President of the Center for Collaboration and Education in Design - a for-profit corporation that provided high quality continuing education over the Internet for design professionals. In addition to a unique use of cutting-edge technology, he envisioned how a single technology platform could form the delivery system for a multi-profession online community.

Also in his long history of creative innovation, is the research and implementation of the first professional licensure exam to use computer-administered and computer-scored simulations. As the Director of Examinations for the National Council of Architectural Registration Boards (NCARB), Mr. Chaffee was responsible for the directing the design and construction of the Architect Registration Examination. This exam included seven, variable-length, computer-mastery model, multiple-choice sections and two graphic-based simulation examination sections.
